Mr. Freeze

 Mr. Freeze is one of the most fascinating and complex Batman villains of all time but, he didn't start out as such. In his first appearances Mr. Freeze was a common crook not too much to talk about however he was reimagined in the hit TV show Batman: The Animated Series. This change would see him turned into more of a tragic character oftentimes trying to save his terminally ill wife Nora, who he had cryogenically frozen. His main goal is to find a cure for his beloved wife rather than being crazy or wanting more money. This adds a lot of depth and sympathy to his character resonating with people for his good intentions.
